the industry-policy ITRE Committee in the European Parliament is voting on the draft report and the amendments to the regulation “Addressing the negative trade-related effects of global overcapacity on the Union steel market” (2025/0726(COD)).
ITRE is the supporting committee in the procedure and, with its vote, issues a recommendation. The lead committee in this process is INTA, which is responsible for international trade.
A vote by the INTA Committee can be expected during January 2026. Afterwards, the European Parliament must still approve the changes to the Commission’s proposal. Once this approval is in place, and once the Member States have also reached agreement, the trilogue between the EU’s three legislative institutions can begin.
At present, this is expected from April 2026 onwards. The introduction of the planned new measures by 1 January is therefore ruled out, and a start in early April 2026 appears highly unlikely-despite the preference of domestic steel producers.
